Dr Anne Tonkin has been involved in medical regulation for more than 10 years and was first appointed to the Medical Board of South Australia in 2009, prior to the National Scheme. She held the position of Chair of the South Australian Board from 2012 until she was appointed as Chair of the National Board in 2018.
Dr Anne Tonkin trained as a general physician with a sub-specialty in clinical pharmacology, and practised at the Royal Adelaide Hospital for more than 25 years. She was a clinical academic in the Adelaide Medical School for 22 years, becoming Professor in Medical Education with responsibilities for curriculum planning and implementation.
Dr Tonkin has also served the Australian Medical Council as a council member and had long-standing involvement with its accreditation processes for medical school and specialist colleges up until her appointment to the Medical Board of Australia.
Through her sub-specialty in clinical pharmacology, Dr Tonkin has been involved in drug regulation nationally for more than 20 years. She has served terms on the Australian Drug Evaluation Committee and the Pharmaceutical Benefits Advisory Committee and provided evaluation services to the Therapeutic Goods Administration for many years.
In 2023, Dr Tonkin was appointed as an Officer of the Order of Australia for her distinguished service to medical professional regulation, to tertiary education, and to clinical pharmacology.
Associate Professor Stephen Adelstein is the immediate past Chair of the NSW Board of the Medical Board of Australia and a practitioner member of the National Medical Board of Australia. He has been involved in medical regulation since 2008, initially as a member of the former New South Wales Medical Board, and a past member of the Medical Council of New South Wales.
Associate Professor Adelstein is Head of the Department of Clinical Immunology and Allergy and Director of the Central Sydney Immunology Laboratory at Royal Prince Alfred Hospital. He is Clinical Associate Professor of Medicine at the University of Sydney where he teaches medical and science students.
In addition to his clinical and academic practice, he oversees undergraduate and postgraduate research and is currently the Chief Examiner in Immunopathology for the Faculty of Science of the Royal College of Pathologists of Australasia.
Mark Bodycoat studied arts and law at the University of Western Australia and has worked as a solicitor in private and government practice.
He is a member of the South Australian Board of the Nursing and Midwifery Board of Australia and Chair of AHPRA’s Community Reference Group. He was also a member of the Podiatry Board of Australia up until 2015.
Mark was previously South Australia’s Commissioner for Consumer Affairs and Public Trustee in South Australia. Prior to this Mark was Acting Commissioner for Consumer Affairs in Western Australia.
Not being limited to an individual Board of a regulated profession, Mark brings a community perspective to discussions across the whole scheme with AHPRA and National Boards.
Dr Kerrie Bradbury is the Chair of the ACT Board of the Medical Board of Australia and a practitioner member of the National Board. She was elected to the ACT Medical Board in 2009 and has been involved in medical regulation since then.
Dr Bradbury is a general practitioner who has worked in Canberra for more than 25 years and before that in rural NSW. She is involved in the daily management of her patients and their families in all aspects of health care. She has been an active member of the GP community and has been involved in many projects aimed at increasing communication between GPs and hospitals, and teaching communication skills.
Dr Samuel Goodwin is currently Acting Executive Director of Medical and Clinical Services with the Central Australian Health Service in Alice Springs in the Northern Territory. He is a member of the Northern Territory Postgraduate Medical Council, and the former Director of the Board of the Australian College of Rural and Remote Medicine.
Prior to its devolution into the Department of Health, Dr Goodwin was a Director of the General Practice Education and Training Board. He is currently a Director of the Health Network Northern Territory Board.
Dr Goodwin maintains his clinical practice at Tennant Creek Hospital and is a GP anaesthetist at Alice Springs Hospital. He has spent a decade training in remote areas, aspiring to the principles of rural generalism and specalises in health system governance.
Qualifications:
Dr Daniel Heredia has over 12 years of experience in medical regulation and is the immediate past Chair of the Western Australia Registration Committee of the Medical Board of Australia. Prior to this he served as a practitioner member on the WA Board of the Medical Board of Australia.
Dr Heredia is a specialist medical administrator who works as the Executive General Manager of Insurance and Health Services at HBF Health Limited. In this role Daniel is responsible for HBF’s insurance function and clinical services businesses. Before joining HBF Health, Dr Heredia was the Deputy CEO and Medical Director at Hollywood Private Hospital, one of the largest private hospitals in Australia. He was also involved in leading the WA COVID-19 response as the Deputy Chief Executive COVID-19 Health Operations and has previously worked as a Medical Advisor to Medicare Australia.
Dr Heredia is a Board Member for Private Healthcare Australia and the WA Country Health Service (where he also chairs the Safety and Quality Board Subcommittee) and is an Honorary Clinical Consultant with The University of Western Australia. He has previously served as a Councillor with the Australian Medical Association (WA) and the Postgraduate Medical Council of WA.
Ms Eileen Jerga joined the Medical Board of Australia as a community member in October 2018, having held executive roles in health administration and health promotion for more than 20 years. She was CEO of the National Heart Foundation ACT for seven years, has been National Marketing Manager for Diabetes Australia and President and Vice President of the Stroke Association. Ms Jerga is an experienced consumer advocate and is currently a member of the ACT Nursing and Midwifery Board and the ACT Veterinary Surgeons Board and a past Community Director of the Australian Nursing and Midwifery Council and a past Consumer member of the Australian Medical Council. She is a member of Medical Services Advisory Group (MSAC), has served on Pico Advisory Sub Committee (PASC) for several years, is on the Department of Health Cardiac and Vascular Prostheses Advisory Groups (VPCAG) and has been a member of several MBS Clinical Committees and Working Groups, as well as Pharmaceutical Benefits Advisory Committee (PBAC) Post Mark Reviews.
Ms Jerga was made a Member of the Order of Australia in 1996 for her contribution to social welfare and advocacy.
Dr Andrew Mulcahy is a practitioner member of the National Board and Chair of the Notifications Triage Committee. He is past Chair of the Tasmanian Board and has been involved in medical regulation for more than 14 years, having been a member of the Medical Council of Tasmania before the introduction of the National Scheme.
Dr Mulcahy is a specialist anaesthetist in private practice in Hobart and has been a member (and currently Chair) of the Hobart Anaesthetic Group for 30 years. Before he was involved in medical regulation, Dr Mulcahy was a Board member of the Medical Protection Society of Tasmania. He has also been heavily involved in medical representative organisations in the past including as National President of the Australian Society of Anaesthetists and on the Board and Council of the Federal AMA
Dr Mulcahy’s clinical practice covers a broad range of anaesthetic subspecialties and, in addition to medical regulation, he has particular interests in clinical review, quality improvement activities and medical indemnity.
Dr Debra O’Brien is the current Chair of the Victorian Board of the Medical Board of Australia and a practitioner member of the National Board. She is also a practitioner member of the National Special Issues Committee and the Notifications Committee: Assessment of the Medical Board of Australia.
Dr O’Brien is a specialist emergency physician with over 35 years of clinical practice, and is a former Censor-in-Chief, Senior Examiner and Accreditation Inspector of the Australasian College for Emergency Medicine. She is currently a Director of Medical Services at Epworth Richmond, a large private not-for-profit hospital in metropolitan Melbourne.
With a career-long focus on safety and quality improvement, Dr O’Brien has had involvement in the implementation of many quality improvement initiatives, the monitoring of standards of care and supporting clinical leadership and education.
Dr Susan O'Dwyer is a member of the Medical Board of Australia and the immediate past Chair of the Queensland Board of the Medical Board of Australia. She is the Executive Director, Medical Services at Metro South Health, one of Brisbane’s major providers of public health services and health education and research.
Dr O’Dwyer is also a Censor with the Royal Australasian College of Medical Administrators and a past member of the Australian Medical Council Prevocational Accreditation Standards Committee. Susan has a long-standing involvement with the Australian Medical Council, including accreditation activities for international medical graduate pathways, prevocational accreditation, and specialist college accreditation.
Susan has worked in medical administration roles at various facilities across Queensland for more than 15 years including a seven year term at the Department of Health with responsibilities for medical workforce, education and training.
A proud Kamilaroi woman, Ms Thomas is an experienced senior executive having led critical functions and teams in government agencies including human resources, strategic communications, governance as well as program and service delivery areas. She has a strong background in working with and through others to improve practice and outcomes in the areas of domestic and family violence and child protection.
Ms Thomas has significant experience working with and across organisations at state and national levels to build organisational capacity to improve outcomes for Aboriginal and Torres Strait Islander peoples and communities. Noting this, it’s not surprising that the common theme across Donna’s career has been a desire to create opportunities for people to thrive and have choices about their future.
In addition to her qualifications in strategic leadership, human resources and community sector management, Ms Thomas has considerable experience in developing, advising, and monitoring organisations, and is highly agile in her approach, transitioning easily between strategic and operational roles. She also has extensive experience in stakeholder, project, and staff management, as well as policy and program development and implementation. Donna is skilled in the review and implementation of best practice systems and processes, ensuring improved service delivery and enhanced governance arrangements.
Michelle is a professional independent company director with a background in corporate advisory law.
Michelle has served the interests of health consumers in many aspects of Australia’s health system including health professional regulation (Australian Health Practitioner Regulation Agency Community Reference Group), patient education and support and medical research (Cancer Council Victoria), medical ethics (Alfred Health Ethics Advisory Committee) public health service provision (Eastern Health), regulation of health services (Patient Review Panel), health insurance (Medibank Private) and human research (Monash University Human Research Ethics Committee).
Michelle is a Fellow of the Australian Institute of Company Directors and a Fulbright Scholar.
